The Auditor role requires the individual to be highly motivated and experienced in conducting program and performance audits. The employee is to serve as a full-performance senior member of an audit team conducting systematic performance, financial, or attestation reviews and audits of Postal Service programs and operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and / or contracts; and detection of fraud, waste, and abuse. The employee is expected to be skilled in performing all necessary functions of an audit throughout the planning, fieldwork, and reporting phases, individually and as a member of an audit team, with limited oversight in accordance with USPS OIG policies and procedures and Generally Accepted Government Auditing Standards. Responsibilities A successful candidate will have relevant experience in : Performing all necessary functions of an audit, individually and as a member of an audit team, with limited oversight in accordance with OIG policies and procedures and Government Auditing Standards. Planning audits by considering organization objectives, structure, policies, processes, internal controls, and external regulations; identifying risk areas; preparing audit scope and objectives. Developing and often leading individual audit programs including functional responsibilities; specific project assignments; audit objectives and requirements; advanced field work knowledge, skills, and abilities; references; formats for data display and reports; and special instructions covering contingencies. Ensuring audit plans address the objectives and provide a clear path for developing convincing findings and actionable recommendations. Executing data collection efforts, ensuring that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers. Reviewing and interpreting complex documents such as financial documents, policies, standard operating procedures, and contracts to determine accuracy in accordance with procedures, internal directives, and regulatory requirements. Selecting and applying appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data, develop conclusions; and make recommendations. Using critical thinking, quantitative and qualitative data analytics, and applied logic to discern meaning of and interpret data, identify risks, evaluate strengths and weaknesses of alternative solutions, develop novel approaches to problems, and reach insightful conclusions. Producing audit documentation such as internal review reports, management agreements, follow-up assessment reports, findings, corrective and preventive action plans, internal review scopes of work, policies, standard operating procedures, process flow charts, and work instructions, to effectively communicate to internal and external stakeholders. Qualifications Please Note : The GS-13 level is distinguished from the GS-12 level by the demonstrated ability to lead audits and / or complex audit areas which require mastery level project management, critical thinking, and analytical problem-solving skills with minimal supervisory oversight. Complex audit areas are distinguished by the heightened prominence, scope, or sensitivity of the subject; the difficulties encountered in establishing facts; the need for meticulous execution; and / or the greater number of individual metrics to be considered. Makes meaningful and relevant recommendations and addresses all elements of a finding. Compensation : The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. These positions are being advertised at the Journey Band level, equivalent to a GS-11 / 13. The salary range for these positions is $75,815.00 - $156,755.00. The salary figures include locality pay. For locality table specifics, visit : OPM's General Schedule (GS). Requirements Conditions of employment Must be a U.S. citizen. Must be able to pass a drug screening. Must be able to pass a background investigation. Must be able to obtain and maintain a Moderate Background Investigation (MBI) or Top-Secret (Tier 5) clearance depending on the chosen directorate. Must be able to obtain and maintain a government-issued credit card. May be required to successfully complete a 12-month probationary period. Qualifications & Education Position Minimum Qualification Requirements You must meet all minimum qualifications listed below. Professional Experience Requirement : Two to four (2-4) years of professional, full-time experience conducting program and / or performance audits in accordance with Generally Accepted Government Auditing Standards at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations (your resume must reflect where, when, and how you gained this experience.) Education Requirement : Degree in auditing or in a related field such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university.) A combination of education and experience - at least four (4) years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following : Certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours (must submit transcripts from an accredited college or university.) Auditor (0511) Related and Accepted Degrees : Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior / Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations / Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Human Resources, Information Technology, Journalism / Investigative Reporting, Logistics, Supply Chain Management, etc. Desirable Qualifications Advanced degree. Experience with using techniques from a range of disciplines, including computer programming, mathematics, and statistics, to draw conclusions from data to describe, predict, and improve performance. Use of software such as ACL, R, SAS, SPSS, and Power BI is a plus. Ability to plan, execute, and lead audits, request and accurately analyze appropriate reports and data, and effectively interact with employees and management to generate audit recommendations that improve agency efficiency and effectiveness. Ability to demonstrate practical application of critical thinking skills while applying new developments in auditing concepts and techniques to changing programs in order to increase Audit program efficiency and effectiveness in identifying problems, gathering information, and writing reports. Ability to develop methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency to generate recommendations to the agency. Ability to use Microsoft products (e.g. Excel, Power BI) and auditing software to plan and track audits, analyze data, and present findings. Ability to communicate in writing and verbally concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing.
